The standard’s scope covers decorated wood-based panels for medical institutions. That means the panel itself — substrate plus facing — not the finished cabinet or bed. This distinction matters because a supplier can pass a panel test and still deliver furniture that fails in service if the coating wears, the edges are unsealed, or the wrong use class is specified for a wet area. Where buyers get fooled — and how to audit claims
Most failures in panel specification come from three gaps: single-agent disinfectant tests, coating-wear risk, and wrong use class for wet areas. A supplier may present a strong initial antibacterial result from one alcohol wipe test. That does not demonstrate performance against chlorine-based or peroxide-based agents, which are common in hospital disinfection protocols. Sourcing, MOQ and lead-time implications
Panels carrying LY/T 3484-class performance typically come from a narrower supplier set. Antibacterial facing lines and low-emission boards are not available from every mill, and the testing burden is higher. Expect longer first-article and type-test cycles. The standard requires type testing on new products, on major raw-material or process change, and after a stoppage exceeding three months. If your project runs for 12 months, plan for at least one re-test if the supplier changes substrate or facing.
MOQ is driven by the panel mill, not the furniture factory. A custom antibacterial facing may carry a minimum order quantity measured in cubic metres or in number of boards, which can push up the minimum project size or the unit price for small clinics. Ask the supplier to state the MOQ for the specific panel grade, not for the furniture line in general. For a 50-bed clinic, a high-grade panel with a custom facing may be impractical; for a 500-bed hospital, it is usually feasible.
Lead time has three components: panel production, furniture production, and testing. Panel production for a medical-grade board can add two to four weeks compared with a standard board. Type testing can add two to six weeks depending on the lab queue. Pre-production panel approval — a first-article sign-off before mass production — adds a further step but prevents a full batch rejection. Budget for these steps in the tender schedule rather than treating them as contingencies.

Contract mechanics: hold points, substitutions and documentation
Your requirements document should include a panel version hold point. This is a clause that fixes the panel substrate, facing and grade at the time of first-article approval. Any change after that point — a different mill, a different facing, a different adhesive — is treated as a variation, not a silent swap. This protects you from a mid-project substitution that meets the price but not the performance.
Substrate substitution is the most common silent change. A supplier may switch from an E0-grade MDF to a lower-emission class board, or from a phenolic-core to a urea-core panel, without changing the furniture drawing. Labelling, invoice and customs knock-on should be addressed in the contract. Destination-market override: what the requirements document must not change
This is the clause that prevents the most expensive mistake. Whether a product is a medical device — and whether CE marking, FDA clearance, or another pathway is required — depends on intended use, product classification and destination market, not on a Chinese panel standard. Fire, accessibility and material rules differ by country. LY/T 3484’s A2 and B1(B) grades are useful evidence, but they do not automatically satisfy a local fire code. Verify the applicable local code rather than assuming equivalence.
State in the requirements document which standard is governing and which is borrowed evidence. A clear formulation is: “The finished product shall comply with [destination standard]. Panel performance shall be demonstrated by test reports referencing LY/T 3484-2026 thresholds as evidence of material capability. Where the destination standard sets a different limit, the destination standard governs.” This keeps the Chinese standard in its proper role as a specification tool and filter for supplier capability.
For medical device classification, the intended use statement in your requirements document drives everything.
